The Secret Space Program, generally abbreviated as SSP, is described across the reports as a network of off-world-linked aerospace and shadow-military operations that functions as an armed, semi-autonomous wing of the wider deep-state hierarchy rather than as a single organization with a public identity. Its ACIO-linked operatives are said to have sworn oaths that commit them to an enforcement role on Earth: keeping a form of off-planet energy transfer (referred to internally as "Ethereum," unconnected to the cryptocurrency) flowing outward, keeping interdimensional travel corridors open for non-human factions, and keeping humanity in place as a source of that energy, rather than serving any protective function toward humanity itself.

Within the Order of the Black Sun's operational hierarchy, SSP personnel functioned through internal divisions rather than a single chain of command. One report traces a division called SSB (Special Space Bureau) running an offshoot project named Shadow Group, itself the successor to a now-defunct Umbrella Military Corporation that had represented the SSP's top operatives before its collapse; the operative who inherited its remnants, Adnan "Saif" Mohammad, had been raised inside the SSP in Toronto as Saddam Hussein's undisclosed third son.

Below this tier sat operational units including the Monarch Military, described standing by during a monitored Order of the Dragon call alongside representatives from Turkey and Iran, while roughly twenty SSP operatives remained active in the same region after most other Black Sun-controlled groups had ceased operations.

Above the SSP, oversight passed through unnamed family tiers described as cabals (also called "Cabins" internally), the Black-Sun-side counterpart to the Order of the Dragon's own oversight body; SSP operatives themselves are described as carrying enough institutional weight to move freely through NATO, the Department of Defense, GCHQ, and Russia's SVR, formally attached to no single nation despite most originating in the United States.

Days later, SSP operatives were reported to have hidden five plasma-based directed energy weapons powered by "dark energy balls" beneath the venue of the Miami shooting; separately, eight-foot Coalition beings who appeared on camera at the same event are described as sending a deliberate signal meant for the SSP to register their presence, distinct from a separate group called the Legions.
