The timing of this gag order becomes clear in context: almost simultaneously, news broke that Donald Trump is backing an mRNA vaccine project, which has received significant public backlash. Trump was the founder of Operation Warp Speed (the U.S. government program that accelerated COVID-19 vaccine development), which has caused deaths worldwide, including many Americans. The Trump operatives appear to believe that physically possessing a financial terminal - the laptop-like device used at the White House to authorize sovereign transactions - gives them the ability to move money.

It does not - those terminals only worked during the previous administration because Kim was operating on the other end of every transaction. If she had not been sending the money through, the governments receiving it would have run out much sooner. Moving the terminal to a new Wi-Fi network changes nothing: you can send the request, but if the bank on the other end (Kim, in this case) does not respond, no balance changes.
