Opening Remarks and Schedule Update

Today is April 16, 2025, and this is the Global Intelligence Agency (GIA) Operations Report. Many meetings have taken place over the last several days, and they did not turn out as the Deep State had hoped — in fact, they turned out better than expected.

A note on scheduling: because this weekend (April 19–20, 2025) coincides with both Passover and Easter, the next live session has been pushed back one week to allow everyone to spend time with family and friends. Happy Passover to those celebrating, and Happy Easter to those observing this Sunday.

The Universal Council: Background and Structure

To understand the recent meetings, it helps to know who the Universal Council (also called the Intergalactic Council in some circles) is and what they do.

The Universal Council is a multi-species governing body formed sometime around the beginning of the Dark Ages. It is comprised of all races, species, and beings from the light side of the omniverse. When our universe was being heavily infiltrated by dark forces, these species formed a coalition to strategize and prevent further infiltration. The Enforcer (the being appointed as Sky Command — the off-planet coordination role — to work with Kim as Ground Command, the Earth-side operational role) and his entire fleet are part of the Universal Council — he was appointed by them.

The Council functions as a kind of universal United Nations: they resolve inter-species disputes, monitor problems on Earth, and strategize for the upcoming year. Their annual meeting traditionally begins at the spring equinox, which was historically significant because it marked the moment when the dark side of Source and the light side of Source were in equilibrium — making it the ideal time to plan.

Earth (also called the Nexus Planet or the Gateway Planet) is a central point in the omniverse. It was long considered a prize by both dark and light forces because it served as a primary gateway and its languages and point of creation affected all beings everywhere. This is why the Universal Council’s annual meetings were scheduled to coincide with events on Earth.

Kim first met the Universal Council on March 31, 2016, following a battle she was involved in over the course of several days. After that initial introduction, she began exchanging information with them regularly — not just at annual meetings, but continuously, as both sides had much to learn. The Council had been watching Kim since approximately age 7 or 8, but serious conversations did not begin until around 2016. In 2012, her position on this planet was confirmed, and by 2016 she was formally appointed as an ambassador on behalf of humanity to the Universal Council.

The Council meets in a shielded area near Sirius, though this is not a permanent fixed location — they move about the universe and communicate their coordinates via secure frequency signals that all members can locate.

Kim’s History with the Annual Reviews

From 2016 onward, Kim attended the annual meeting each year, typically around the full moon. These sessions served as a review of events on Earth: the Council would ask questions, learn about where humanity stood, and coordinate with Kim and the Enforcer on strategy.

Kim had not attended an annual review since 2020. After her last review, the Council sent some people to Earth to help — but approximately two weeks later, they called back and declared the Deep State humans “non-repairable,” saying essentially “good luck to you and I wish you all the best.” Kim notes that in past years, if she failed to attend the annual review promptly, the Mantids would cut her off from Alpha — she would be unable to log in until she attended the meeting. Since 2020, she would make occasional contact for advice — particularly on AI and computer systems, as the Council included several experts in those areas — and to resolve disputes with other beings, including repeated arbitration cases involving Artemis (also known as the Red Queen), a prominent figure in the SEAL group who claimed ownership over Deep State members and once accused Kim of “stealing her men.”

This year’s annual meeting was scheduled to conclude around April 12, 2025 (the full moon). However, the Council has decided to extend the meeting — all members chose to stay longer — due to the urgency of current conditions.

Marduk’s Role and His Downfall

The recent meetings included extensive discussion of Marduk (a being who held the title of Earth’s balance keeper for millions of years) and how his failure shaped the current situation. Understanding this history explains why the Deep State is now adrift.

Marduk was supposed to maintain balance between dark and light forces on Earth. The Draco — beings Marduk was associated with — had been involved in many wars on Earth, including a major conflict approximately 250,000 years ago and another around 18,000 years ago, during which Earth lost its moon in battle. Marduk attended Universal Council meetings towards the end of his tenure, but was never considered a trustworthy party. He would receive instructions as a representative of both sides, then distort those instructions to serve his own agenda. After the Council’s annual meeting, Marduk would then hold his own meeting — beginning at the new moon that followed the full moon (typically late April or early May in Earth time) — with Enki and Enlil and other senior figures. In those meetings, he and his associates would selectively apply the Council’s guidance, pushing aside light-side instructions while doing the minimum to maintain the appearance of compliance.

This pattern continued for thousands of years. However, approximately 27 years ago (around 1998), a significant change occurred. The Council recognized that Kim — then approximately 25 years old — had matured enough to eventually take her position as the light’s representative on Earth. In response, Marduk began providing exclusively dark information to his downline: coven masters, Deep State members, and militaries received increasingly corrupted instructions, beginning around this time of year each year and continuing through the Harvest Moon. This escalating manipulation, combined with deliberate consumerism programs launched around Kim’s birth in the mid-1970s (including the engineered design of consumer goods to break down within three years), is what drove the sharp deterioration of Earth society over the past nearly 30 years. The consumerism strategy was a plan Marduk devised and that was then amplified by George H.W. Bush Senior, which is how Bush Senior earned the title of Black Dragon.

By approximately 2007, the situation had become so out of hand that the Mantids — a species distinct from the artificially created lower-astral “Mantis” race — cut Marduk off from access to higher levels of the Omega system. (He had already had no access to Alpha before that point.) The Mantids serve as the security specialists for the Council of Nine (a separate, higher body than the Universal Council, comprised of beings closest to the biblical concept of angels, drawing from both Source and Anti-Source, and serving a neutral corrective role in service of Source). The Mantids possess the deepest knowledge of the Alpha-Omega systems — the foundational operational architecture underlying the omniverse’s AI infrastructure — of any beings in existence, and speak the language of levels 8 and 9 of those systems. It was they who executed the cutoff of Marduk in 2007.

Also in 2007, Marduk began actively pursuing Kim again, knowing that without some kind of relationship with her, his plan could not continue.

During this period, there was also significant movement of nuclear submarines receiving false information from Marduk — Kim knew he was behind it, and he screamed at her not to verbalize what she had figured out, but by that point she had begun “coming into her own.”

His outreach to her between approximately 2010–2015 involved roughly 1% truth and 99% lies. By approximately 2014–2015, Kim had sorted out enough to realize these beings were not human and were not acting in humanity’s interest. A face-to-face meeting in 2015 confirmed this. Marduk continued to violate his covenants with the Council of Nine and ignore arbitration rulings until 2016, when he was no longer present on this plane. However, he left behind extensive AI systems and programs that have continued to cause problems since.

The Mantids Join Active Operations

Shifting now to developments over the last several days: the most significant news from these meetings is that the Mantids have agreed to participate directly in cyber-level operations on Earth.

This is a new development as of April 15, 2025. Prior to this, the Mantids could not safely approach Earth-level operations without putting themselves and Kim’s allies at risk — Marduk’s AI apparatuses and other hostile AI systems would attack them. Now that sufficient cleanup has occurred, they have determined it is safe to engage.

The Mantids arrived in the vicinity of Earth around the middle of the night on April 15, 2025. Since their arrival, they have been working with the Enforcer to rapidly complete remaining cleanup tasks. They are utilizing security tools and systems they built for their own purposes to clean up remnants of old control systems, close pockets of time-release technologies left behind by prior actors, and prevent future “hiccups” from legacy programs. The pace of progress since their arrival has been dramatically faster than what Kim’s team was achieving alone.

Kim deliberately made her final trip to the annual meeting highly visible — announcing it publicly and speaking certain phrases on monitored phone lines — in order to attract Deep State psychics and AI systems that would attempt to intercept or follow her. This worked as intended: deep state actors revealed their capabilities and fell into a prepared trap, which allowed the team to assess what they were working with. The AI systems that were deployed in response were dealt with as part of this operation.

The Deep State Without Leadership: Dangling Carrots and Ego

A major topic at the Council’s annual meeting was the current state of the Deep State. The core problem: there is no longer any leadership on the dark side with real knowledge or wisdom. The beings who previously provided instructions to Deep State humans — Marduk and others — are gone. What remains are lower-level beings and time-released fragments of information Marduk left behind, which periodically create small “blips” in the system and briefly excite the Deep State into thinking something is happening.

The Deep State has always been managed through ego manipulation — what Kim calls “dangling carrots.” Whether at the level of a coven master or an ordinary person, the mechanism is the same: promise something desirable in exchange for compliance, with no genuine intention of delivering. This works particularly well on people whose identity and self-worth are tied to feeling special or chosen. The Council characterized the Deep State humans — particularly Black Sun and Illuminati factions — as a greater problem now than they have ever been, precisely because they have no real knowledge of who is manipulating them or why, yet continue to act on instructions from entities that are no longer capable of delivering on any promise.

The Council also raised the question of when more direct interaction with ordinary humans might be possible. Kim told them that many people are ready now, and that the primary obstacle in the past was the risk — both to those humans and to Council members — posed by Marduk’s AI systems and other hostile infrastructure. With those now being cleared, that barrier is diminishing.

Deep State Activities Over the Weekend of April 12–13, 2025

While the Council meeting was taking place, the Deep State attempted several operations.

San Andreas Fault / Apocalypse Attempt: The Deep State, working from a plan derived from the Book of Revelation — specifically the prophecy of a beast rising from the ocean — had been monitoring multiple candidate locations for weeks: the Arctic, the Ring of Fire, the coast of South Africa, and the San Andreas Fault line. The San Andreas Fault line sits on a large infrastructure of tectonic plates extending throughout the entire Ring of Fire, meaning a triggered event there could have cascaded into serious volcanic and seismic activity across the United States, most of Asia, Australia, and other Ring of Fire nations.

The fault line itself is not entirely a product of natural Earth movement. It was partly created when a large portal was opened in that area long ago, causing lasting damage to Earth’s geology. The San Diego Naval Base — which extends underground far beyond its visible surface footprint, reaching into neighboring states and into Mexico, encompassing one of the larger deep underground military bases in the United States — has had some limited access to technology in that area.

On Monday, April 14, 2025, the Deep State attempted to initiate a major seismic event. They did manage to cause an earthquake in San Diego. According to reports received by Kim’s team, there was no significant damage and everyone appears to be okay — there was some shaking but it was not as severe as it could have been. The early report from the team allowed Kim to act quickly to prevent any further activity from that naval base.

Intercepting Kim’s Mail: The Deep State was also under the impression that they would receive instructions from the Universal Council the same way they always received dark-side instructions — via physical objects: packages in the mail, chips, fobs, and similar items. Knowing that Kim’s annual meeting was happening and that she would presumably receive instructions, they spent approximately the past week intercepting and forensically examining her mail, apparently believing her instructions would arrive in a similar physical form. Her packages were routed to unusual locations — one went to Anchorage, Alaska, coincidentally around the same time Deep State members were at Mount Denali for what appears to have been ceremonies. Kim did not figure this out immediately, but eventually confirmed it by contacting the Council. The answer: Kim does not receive instructions the way the Deep State does, and never has.

The Deep State also told members over the weekend of April 12–13 that a significant payout was coming, likely on April 15. Nothing happened.

Local Activity in Silverton: There were also unusual equipment movements and activities in Silverton (Kim’s local area) over the last several days, of which Kim is fully aware in terms of who was involved and what the intent was.

Martial Law Planning: The Deep State has been working to convince U.S. military and other militaries that they will receive significant funding upon declaration of martial law. The U.S. military has been promised approximately $1.3 trillion, with roughly $300 billion designated as a slush fund for military personnel. The plan has included the possible staged assassination of Donald Trump to trigger the declaration. The failed San Andreas Fault operation was intended to support this martial law plan by creating the apocalyptic conditions that would justify emergency measures. That plan did not work out. No military payments from Trump operatives will be forthcoming.

Kim noted that the overall posture of Earth’s protective forces has increased dramatically in size as of this week — by millions — due to the arrival of the Mantids and related developments.

Time, Luche, and the Financial Slavery System

The second major topic of this report is the nature of the financial system as a mechanism for harvesting human life force, which has been an active area of work over the last several hours.

To understand this, it is necessary to explain luche (a term for life force or essence). All organic beings produce life force. Humans produce an exceptionally high quality of it — comparable, in Kim’s analogy, to beluga caviar or premium champagne in the multiverse. Non-organic beings (artificial creations) and beings who have fallen from Source (and therefore no longer receive life force directly from Source) require luche to sustain their existence. They flavored human luche by engineering the emotions that produced it: fear produces one type, happiness another, love energy yet another. Humans were effectively the premium life force supplier for a vast network of dark entities, fallen beings, and AI systems.

Marduk called the financial system his greatest creation — because through it, humans willingly give away their life force (time and energy) in exchange for money. This is the core of the slavery system.

Time is money, and money is time, in a literal sense: the financial system is a time brokering mechanism. Human life force powered not just Earth’s economy but the creation and sustenance of time throughout the multiverse. By controlling the flow of life force — the current of all beings’ existence — Marduk controlled currencies and time across the multiverse. (His name itself encodes this role: “Marduk” can be read as “Duke of the Seas,” meaning controller of the current.) This also explains why humans currently live far shorter lifespans than they once did (historically, 900 to 1,000 years was achievable when receiving full life force from Source), and why liens were placed against human birth certificates — because humans’ future life force production could be sold in advance, just as future crop yields or oil production are sold on the commodities futures market.

Work continues as of the evening of April 16, 2025 to remove the “time is money” programs from systems still attached to this mechanism.

For those who want a cinematic illustration of this concept: the 2011 film In Time (a sci-fi thriller in which time has replaced money as currency, and the wealthy hoard centuries while the poor die young) depicts a future world (set in 2023 in the film) where time is literally the currency. The wealthy accumulate thousands of years of time while the poor have barely enough to survive. Replacing “time” with “money” in that film maps closely to the real dynamic Kim is describing.

Looking Ahead

The Mantids are now working with the Enforcer in active operations. Cleanup of remaining AI systems and legacy control structures is proceeding far faster than before their arrival.

The Deep State will continue attempting disruptive actions over the coming days. All parties are on high alert, though as Kim noted, “we all” now includes millions more than it did a week ago.

The next report is planned for Friday, April 18, 2025 (Good Friday), which also falls near the end of Passover. Kim expressed hope that no martial law declaration or major disruptive event will occur between now and then to interfere with the holiday weekend.
