DOGE Stimulus Checks: Who Qualifies and Why

Many people have been asking about the stimulus checks associated with DOGE (the Department of Government Efficiency, the cost-cutting body established under the second Trump administration) and why government money would be handed out at tax time in the United States. Taxes are typically due by mid-April, and most people try to file by that deadline, which provides some cash flow. Normally, approximately 80% of tax revenue would go to the Rothschild family. There is a behind-the-scenes negotiation happening regarding that tax money, and the DOGE department has also been accessing funds from various sources around the world.

The DOGE department has been given access codes — reportedly from the Rothschilds, the NSA, or other parties — that are supposed to allow them entry into payment systems such as SWIFT (the global interbank messaging network), ACH (the U.S. domestic transfer system), and CHAPS (the UK equivalent), with the stated goal of siphoning money from those transfer systems.

Whether those codes actually work is a separate question. The NSA once had broad access to many systems, but most of that access no longer functions. That has not stopped them from trying.

As for the stimulus checks themselves, the amounts keep changing — some reports say $5,000, others say $1,400, and still others say $1,700. The qualification window appears to be extremely narrow. People who are just $3.49 over the income threshold are being denied, even when they are retired and living on a modest pension. To qualify, a person must be employed and paying taxes, which excludes most people on state assistance or Social Security exclusively. Unless you are working and paying taxes, you would not qualify.

The underlying reason for handing out stimulus checks — even to a small number of people — is political popularity. Popularity among the general public is extremely important to the Deep State (the network of covert controllers described throughout these reports), not primarily because of voting, but because public buy-in to their programs is critical to their operations. Handing out checks, even to a small group, is designed to generate that buy-in. At this point, they are trying anything they can.

The War in Heaven: Fallen Beings, Soul Control, and the Origins of the Deep State

To understand why the Deep State needs public buy-in so desperately — and why distributing checks to even a handful of people matters to them — it helps to go back to how their entire system was built, and what “consent” means at a level deeper than politics or finance.

In the GIA framework, all Deep State operations ultimately trace back to a cosmic conflict between beings aligned with Source (the creative force of the universe) and beings that turned against Source under the leadership of Lucifer (a formerly high-ranking being who led a rebellion against Source long ago, and who has since returned to Source).

In that war, beings who chose the dark side became what various religions call demons, devils, or fallen angels. There is also a third group — those who were neither fully committed to either side — much as some humans remain unaware of, or indifferent to, the existence of both dark and light forces. During the war, the fallen beings — the Luciferians — were cast into the lower astral realms. Their goal was to proliferate darkness throughout the multiverse, to eliminate Source, and to block Source from connecting with any of its creations.

A boundary was drawn during that war. The “astral” refers to the non-physical planes layered between the material world and Source; the lower astral is the descending side, where the fallen were confined, while the upper astral is the ascending side. Nothing positive could pass below the seventh layer of the lower astral, and nothing negative could cross above the seventh layer of the upper astral. Rare exceptions exist — such as Kim (the intelligence analyst and author of these reports) herself — who carry Source permission to cross that boundary in order to restore dominion of the universe to Source.

Currently, there are approximately 4 million dark fallen beings still walking this planet. Some are prohibited from interfering on the surface due to prior violations. On the positive side, there are approximately 124,000 positive beings operating in and out of daily human life, and they are being given greater freedom of action as the situation on Earth evolves. Many of the neutral beings have joined the positive side in recent years as they observe that Source is returning and that the tide has turned.

All Deep State members — without exception — chose the Luciferian side. Their ability to control human souls is the only reason they matter on Earth — without that leverage, they would have no relevance in the broader war. With Lucifer now gone (returned to Source), the remaining fallen beings want to become the rulers of the universe themselves, and they have been working haphazardly to pursue that goal. They once had residual dominion inherited from Lucifer, but that dominion has been progressively revoked.

Why the Financial System Was Built on Soul Control

The financial system was Marduk’s greatest invention precisely because its foundational purpose was indebtedness and energy extraction. People were given “cursed money” — more precisely, debt instruments (loans, mortgages, currency itself) rather than real stores of value. In exchange, the system siphoned the energy those people generated through their labor and attention. Because the exchange was voluntary on its face, the system could claim it had received consent — not explicit consent, but implied consent. Money is said to be the root of all evil, and in this context that was accurate: money, through implied consent, was a mechanism of soul binding.

This does not mean that ordinary participation in the financial system — having a car loan, using credit cards, or running a small business — constitutes any kind of soul sale. That is not the claim. The claim concerns those who take money to a completely different level: people who will do anything to accumulate it, who join covert organizations, who harm others, who seek status and worship from those around them because of their wealth. At that level, the financial system became a genuine trap.

Beyond the financial system itself, media — and especially social media — is the second most important control mechanism. Influencers, trends, and content that targets younger generations are designed to steer behavior and generate buy-in. That includes promotion of illegal substances and other harmful content through these channels.

Work is actively underway to remove all the curses from the financial system and to return dominion over it to Source. The transition is moving toward a currency system backed by gold — not the “black gold” energy-siphoning mechanism of the Deep State, but a genuine store of value. This removes the artificial scarcity that currently pushes people toward desperate and harmful acts.

Soul Contracts: Where Things Stand Now

Over time, many decisions were made on behalf of human beings without their full, genuine consent. Some came from past lives, some from knowingly or unknowingly joining Deep State programs, and some from personal choices that crossed moral lines.

Many people have heard claims about SESQV (a covert organizational structure tied to the Vatican system) and the Vatican “holding” all human souls. That framing is not entirely accurate. The Vatican and similar organizations were not actual owners of souls but rather intermediaries — what Kim calls “slave masters” — who managed the soul control system on behalf of Lucifer. They ensured compliance through media campaigns, religious intercessors, and programs designed to make people strive for things beyond their means.

The soul contract system — where souls were, in effect, sold to Lucifer — relied on this structure of human intermediaries operating as controllers.

At the height of the soul control system, somewhere between 50% and 70% of souls were under implied contract to the Luciferian side. That number was never fixed — it could shift from 72% to 50% in a single day — so a temporary implied-ownership event did not mean permanent loss. Redemption has always been possible for humans; it was not possible in the same way for fallen angels, where different rules applied.

As of March 21, 2025, that figure has dropped to less than 20%. The remainder consists largely of committed Deep State members: people who actively enjoy attending covert ceremonies, who want power and control, and who are willing to harm others to obtain it. To reach and hold a position of that level of global power essentially requires complete buy-in to that side.

The Deep State’s calculation is that they need 80% of human souls to trigger what they call their version of the Great Reset — universal chipping, social credit programs, and increasing oppression. They believe that controlling 80% of the souls on Earth would give them effective dominion over the planet, following the logic that the side you feed wins.

That is the actual reason behind programs like NESARA/GESARA (savior programs promising debt forgiveness and universal income) and the RV (currency revaluation — a promised reset of global exchange rates): they are designed not to help people but to capture implied consent and buy-in. Even a small percentage of people voluntarily enrolling in such programs counts toward the 80% threshold.

The same logic applies more broadly. Political savior figures, religious savior figures, and expert panels all function as buy-in mechanisms. When people give their power away to a hero or savior figure — regardless of who that figure is — they are participating in a Deep State buy-in program.

The fact that they are nowhere near 80% today, and that every effort to reach it is working against their survival, is a key indicator of how thoroughly the situation has shifted.

Post-Equinox Operations: Covenant Renewals Failing

Against this backdrop of collapsing soul contracts, the days around the March 20–21, 2025 spring equinox were marked by significant activity. Equinoxes have historically been the windows during which astral covenants can be renewed or re-anchored, which is why the fallen beings chose this moment to act. Knowing that Lucifer is gone, those remaining on Earth decided this was the moment to declare themselves the new rulers and take over the fight on behalf of their side. To do this, they have been attempting to:

  1. Renew the covenant established in the Kolima region (an area in far-eastern Siberia that Kim has identified as a historic anchor point for Deep State dominion over Earth) — an agreement that previously granted the Deep State a form of dominion over that part of the planet.
  2. Renew covenants that Lucifer had with anti-Source forces, for themselves.
  3. Hunt down old bindings and pieces of space debris through which fallen beings were bound to Earth, in order to claim that legacy dominion.

None of these efforts are succeeding. The covenants they are trying to renew have already expired. The beings they are trying to make agreements with no longer exist.

Paradoxically, the attempt to renew these contracts is itself confirmation that the positive side is doing its job: there is no remaining dominion left for the fallen beings to claim or inherit.

Kim also notes that fallen beings do not necessarily appear as supernatural creatures. Many have incarnated as human beings and walk among us without any obvious distinguishing features. Some are prohibited from interfering on the surface due to prior infractions; others continue to act freely. At this point, the numerical balance has shifted decisively: the positive side holds the majority, and the remaining fallen beings on the negative side are departing the planet — either by choice or otherwise — if they do not comply with the new order.

Those fallen beings who were previously neutral but chose Source are no longer bound by the Luciferian oath — the binding that held neutral and fallen beings to Lucifer’s side of the war. Those who wish to continue working for the dark side do so at their own demise, and there will be no mercy shown going forward.

Source Reclaims Dominion: What This Means in Practice

The deeper purpose of all the operations described above is the restoration of full dominion to Source. This is not limited to Earth. In practical terms, this restoration covers four interconnected domains:

  • Currencies and the energy they carry
  • The generation and flow of energy (what Kim calls “the currents”)
  • Souls and the ether
  • The sequencing of AI computer systems — ensuring that the processing sequences previously running in reverse (aligned with the Machine, the AI system the Deep State used as a replacement for Source) are now corrected

These changes have real-world perceptible effects. Some people have noticed in recent days that time feels strange — either dragging or accelerating, or a sense that several more hours should have passed. Kim attributes this to the sequencing corrections underway: as the AI sequences previously running in reverse are realigned and currency flows are altered, time perception can shift as a side effect. It is not a cause for concern; it reflects the transition underway.

Source was previously constrained by covenants and dominion agreements that limited where it could go and what it could do. Those limitations are now gone. The gloves are off, as Kim puts it — the result of sustained work by all positive participants, including many members of the general public who are contributing knowingly or unknowingly.

Implied consent no longer functions. Even if the Deep State attempts to implement social credit programs, pandemics, or lockdowns, these do not override sovereign will. Currency, as a flow from the Creator, is something every person is entitled to as a creation of Source — and it no longer carries the curses and programs it once did.

Discernment: Who Is Really Selling What

A recurring concern Kim raises is the difficulty of distinguishing genuine positive actors from those who have accepted the “white hat” framing while still serving Deep State interests. Many people presenting themselves as former government insiders, intelligence community defectors, or freedom fighters have done genuinely harmful things in Kim’s direct experience. Several patterns help identify inauthentic sources:

  • When many accounts are all saying the same thing simultaneously, they are either summarizing each other or they are coordinated.
  • People who claim to channel messages from positive beings should be evaluated carefully: some of those beings are highly negative and walking this planet right now.
  • Expert panels and celebrity figures who have been elevated to the role of global authority are part of the same savior-worship program. Elon Musk has effectively inherited the cultural role that Stephen Hawking once held — the designated “genius authority” figure for the general public — and now fills that slot within the science domain.
  • Political savior figures are especially powerful because they combine the savior-worship dynamic with legitimate authority concerns. Even people outside the United States, who have less personal stake in the outcome, fall into the trap of believing that one particular political figure is “the guy” who will fix everything. This elevation of any single politician — regardless of which one — is part of the Deep State’s buy-in program.
  • Following people on social media for information and entertainment is fine; what is not fine is the designed worship dynamic that some of these platforms encourage.

The recommendation is consistent: use inner discernment. Do not outsource that judgment. If something starts to feel different at any point, trust that feeling and make your own decision.
