This is the Global Intelligence Agency (GIA — the independent global security organization, not affiliated with any government) Operations Report for Wednesday, February 19, 2025.

As the Trump administration sends out executive orders like water from a fire hose, it is becoming apparent that its operatives do not understand how the world actually works at the structural and legal level. If they did, they would never have issued the executive order on Tuesday night, February 18, demanding that all intelligence agencies report to the White House — including the GIA.

Also late on Tuesday evening, February 18, Secret Space Program (SSP — military-intelligence operatives aligned with the old off-world control structure) operatives crossed the line from Duluth, MN, attempting to use old systems to reverse the Light of Source (the original creative energy governing this planet) and the Universal Network that is clearing everything in its path to make way for the new.

Setting the Duluth incident aside for a moment, the financial picture on the morning of February 19 is also worth noting. The mid-month financial bump has hit an all-time high.

Kim — who holds the title of Ground Commander and oversees the GIA — notes that there is so much more to the world than anyone has ever been told. She learns new things every day.

Some of this she has known for a while, and some of what the operatives are trying to do has already swung heavily in her favor due to work done over the past several years. At the time, some of those steps seemed puzzling — “Why do we have to do this now?” — but Source (the original creative intelligence of the universe) provides wisdom at the right time and not a moment before. Sometimes Kim does things she does not fully understand until later.

Late on the night of February 18, Kim was woken at 1:00 AM by an urgent operational alert. She had to take care of what needed to be done, and on days like today, going back to sleep was not an option.

This report contains an unusually large volume of legal, financial, and governance information. Kim has extensive notes and will be reading from them throughout. The material covers how global treaties, covenants, and off-world agreements actually govern intelligence agencies, executive branches, and monetary systems — and why no presidential executive order can override them.

The Executive Order on Intelligence Agencies

For nearly a month since the new administration took office, the Trump administration has been firing out executive orders as if Congress, the Senate, and the House of Representatives do not exist. On Tuesday night, February 18, it became apparent that the operatives stepped into a fundamental misconception about how the world really works.

A great deal of misinformation circulates about the U.S. Constitution. Many people say “restore the Constitution,” but the Trump operatives do not appear to be educated — or perhaps do not care — about how global treaties work and how government actually functions on the legal and financial level.

An executive order went out on the night of February 18 declaring that all intelligence agencies are now to report to the Office of the President and the White House. A call was placed to a GIA agent, Mr. Melville, informing him that the GIA would now be under White House control. After approximately five minutes of hysterical laughter, the message was passed to Kim. Her assessment: they have basically lost their minds.

Technically, the U.S. government does not actually own or have an intelligence agency. Most intelligence agencies always reported to a different organization. Personnel within them took secondary oaths — oaths that ultimately had nothing to do with any human government, reaching all the way through the organizations they represented and throughout the universe.

The same principle applies to the legal system itself. The everyday legal system that average people know — going to court, filing documents — does exist, but it is not the same as the legal system that governments must adhere to. It is not the same as the legal system of Earth. It is also not the same system that the Order of the Dragon (an ancient bloodline-based secret society that held proxy governance over certain Earth departments) or the Order of the Black Sun (a parallel occult power structure, military in orientation) had to adhere to. Beyond those, there are off-world legalities — covenants and agreements that go very, very deep.

The thought of trying to reassign intelligence agencies to a government is comical. What is worse is that to the average American, this looks normal — it looks like a leader taking charge. Even those working in the White House who relayed the information appeared to believe they were now in charge. White House staff who relayed the order then started calling agencies like DARPA, the CIA, and Homeland Security — swinging the bat the way “Duck Dynasty” (Kim’s nickname for the Trump operation) usually does, without pausing to check how the world actually works.

There is a great deal of scuttlebutt across the internet about UCC law, sovereign man syndrome (the belief that individuals can exempt themselves from government jurisdiction through legal self-declaration), government birth certificate liens, and similar frameworks. These sound plausible but miss the bigger picture entirely. The picture is not just big — it is universal.

Asset Recalls and International Misconceptions

This is something the Secret Space Program operatives — also known as the Trump operatives — do not understand. They are misleading nations around the world with their talk. It is time to set the record straight as to how the world arrived at its current position.

The Trump operatives are also attempting to do asset recalls. They are under the firm impression that the United States assigned assets to other countries such as Saudi Arabia. This point was brought up during the recent meeting between the United States, Russia, and Saudi Arabia, where both parties were under the impression they had a significant amount of assets to discuss. The truth is that none of that is actually the case. They have some old documentation they believe is legitimate, whereby certain countries and governments owned certain assets within their land mass — their country. That is simply not the case.

The Unitary Executive Theory and the Real Structure of Government

Global control systems ran deep — far beyond the Rothschild family, the Order of the Dragon, and the SSP operatives. A little knowledge is dangerous.

If you have ever heard of something called the Unitary Executive Theory, this appears to be the legal framework the Trump administration is operating under. It has been attempted before — notably under Dick Cheney. It is mentioned several times throughout the biographical film Vice (a 2018 biographical comedy-drama depicting the political career of Dick Cheney). Dick Cheney was a high-ranking member of the Order of the Black Sun for quite some time.

The Unitary Executive Theory is a constitutional law theory — a gray area in constitutional law. For those who have read the Constitution, it talks predominantly about the executive branch, government, government overreach, national emergencies and presidential powers during them, how the president is appointed, and who qualifies for the presidency. It does not really talk about individual citizens. Kim notes: “People say ‘let’s restore the Constitution,’ but have you read the Constitution? It doesn’t have anything to do with you as people. I’m not sure how that’s going to give you any rights unless you decide to run for president or Congress or any other branch of government.”

The Unitary Executive Theory holds that the president has authority over the executive branch of government. It is, and Kim quotes, “an expansive interpretation of presidential power that aims to centralize greater control over government.”

Under this theory, the executive branch encompasses 15 government departments: Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Justice, Labor, State, Transportation, Treasury, and Veterans Affairs.

The problem is this: the current administration appears to be operating under the Unitary Executive Theory. There is little mention of Congress or the Speaker of the House, little mention of anything being voted on, because this administration could not care less. They appear to be doing whatever they want — appointing henchmen, having DOGE departments investigate the Treasury, getting upset that they do not have the control over the Treasury they believe they should have. The monetary system is completely and totally separate from government.

Furthermore, the executive branch is not technically part of the United States government. Neither are any of the intelligence agencies. This may seem surprising, but the executive branch does not belong to the government. It is not the leader of the free world in the way people imagine.

The Independence of the Executive Branch: 1864, 1957, and World Government

A clause in a treaty known as the European Atomic Energy Community Treaty, signed in 1957, establishes complete and total independence of all executive branches from government. Other treaties also assign the executive branch to other groups — including groups that are not human.

Some of those committees were mirrored committees. The Committee of 300, the Order of the Dragon, the Order of the Black Sun, the Council on Foreign Relations, the Club of Rome, the Tavistock Institute — people assume the executive branch belongs to one of these groups.

These groups did have real influence by proxy, the way NATO influences member militaries. But above them ran a different kind of instrument: covenants — not agreements, not treaties. The Covenant of the League of Nations is one example. That was a covenant, not a multilateral treaty. Even though the League of Nations later became known as the United Nations, the UN Charter does not supersede a covenant. Covenants run deep. Treaties, supernatural treaties, and multilateral treaties were used to control governments and, inadvertently, the people.

The executive branch of government does not belong to any government. This applies to Russia, China, kingdoms, the royal family, Commonwealth nations, and the United Kingdom. None of them have belonged to their respective governments for a long time. The 1957 treaty was one of the most recent overreaches of world government, placing the executive branch as a member of world government.

The Trump operatives believe the World Government is the Rothschild family’s Crown Corporation. But it is not 1864 anymore. In 1864, the executive branch of the United States was legally separated from the United States government. All of Washington, DC’s governing organizations no longer belong to the United States under that separation.

So when DOGE departments and Trump-aligned officials investigate the Treasury and claim executive authority over monetary systems, they are operating under a fundamental misconception. They look at the Rothschild family and Order of the Dragon as the controllers of the monetary system and as the world government. None of that is the case.

At one point in time, by genetic-shareholder proxy, the Rothschilds were management staff of governments. They also served as management staff over different departments of world government, which contained approximately 300 to 400 departments — far more than the 15 departments the U.S. Constitution assigns to the executive branch.

The world government in its most recent revision — before all changes made under the Gold Agreement — goes back approximately 250,000 years, long before any king, queen, or government existed on Earth. Democracy, communism, socialism, and other forms of government were all human experiments — actually experiment orders passed down by the world government.

The world government consisted of entities of the Seal. The Seal does not include any humans. As members of the World Government and Galactic Federation, these entities were known as Draco members: Marduk, Enki (also called “Inky”), and Enlil (also called “Lil”), as well as Abraxas, Lucifer, Artemis, and Anti-Source (an adversarial force opposed to Source energy). None of them are people, and none of them exist anymore.

At the time of all these treaties and agreements, the world government would meet every year. Other attendees included races the Seal entities dominated — not only humans, but 36 different species brought to Earth, some of which were native and were conquered. They conquered Earth multiple times, and wars continued on and on.

Governments were, essentially, guardians — nannies by proxy with a job to do. People saw them as leaders. The advent of democracy in some countries was designed to give people the perception of choosing their leader. Never once has there been a vote by the people that actually mattered. On election night, the show is performed, but in reality, the World Government always made the final decision on who would hold power — not kings, and definitely not kingmakers.

The Rothschild family currently fancies itself as the kingmaker. They tried to ratify Trump and other presidents and heads of state. People carry on as if it actually happened. But at the end of the day, they cannot pay the bills.

The Paper Currency System and Its True Origins

The Rothschilds were also only managers of a paper currency system. By management and by paper, Kim means bills. Notice how currency is called “bills.” If you have a load of euros or dollars in your pocket, you are holding a bunch of bills. In the paper currency system, a bill creates an obligation: by a government receiving it, the government now owes something. Does anybody in government ever wonder what it is they owe?

The ability to issue bills worldwide used to rest with the Federal Reserve, which was only part of a three-tiered management system of paper currency. The management of paper currency and coinage falls under the same umbrella. Under the Unitary Executive Theory, this would theoretically give the President control over the Treasury Department. In reality, the Treasury Department is not part of the government either, under Central Bank Law Resolution #265. This is not something the average person can look up.

At one point, massive amounts of assets were assigned throughout the world to form a central banking system. They were not assigned by the Rothschild family, kings, queens, or humans at all. At the time these structures were being set up, it had nothing to do with human management systems. Management 250,000 years ago took a different form, and this evolved over covenant after covenant, agreement after agreement, treaty after treaty. The stately buildings and people in suits that we see are for show — they have nothing to do with the actual management of the planet. But for some reason, the “Duck Dynasty” operatives think that walking in and out of the White House gives them executive control.

International Law, Insurance, and the Federal System

The legal scaffolding behind this monetary arrangement governs more than just money. Legalities govern not just financial systems but the rules of the road for governments, SSP operatives, the Order of the Dragon, the Rothschild family, the Black Nobility — everyone claiming they control something. In the words of the World Economic Forum: “You will control nothing and like it.” That has come full circle, because the operatives themselves will control nothing and like it. Someone strokes their ego and tells them they can do this or that, but they are just puppets on a string like everyone else.

The managers of the paper currency system eventually morphed into what is known as the Federal Reserve system, the Treasury system, and the debt system. At the time of Central Bank Law Resolution #265, the then-Alpha system (the planetary energy-balance system that maintained equilibrium) under covenant was required to assign various amounts of metric tons of gold, carats of gemstones, and all kinds of assets known as the financial control system assets. Kim has previously described these in the Blue Book, Red Book, Yellow Book, Green Book, Black Book, White Book, and other books related to the division of worldwide assets. These assets are not really divided, and they are not sitting in caves.

The Trump operatives are feverishly trying to get into North Korea once again to open the same door they opened the last time they were in office — and found nothing. Those assets were moved over a decade ago. Kim knows this because she was there. The assets were not North Korea’s to begin with; they had been assigned as part of a Seal agreement long ago. When the Seal agreement expired and asset control moved back completely to Alpha around 2012, all those parties were left shuffling papers. Chinese elders, Filipino elders, German elders, and British elders all claim access to vast assets, and the Trump operatives are trying to reclaim them from these countries, thinking the United States assigned them. It did not — the U.S. merely became the front man for the world government.

At various points in history, new international laws and treaties were passed requiring insurance on these assets. The insurers were paid handsomely. Companies that insured these assets included Lloyd’s of London and the Bank/International Commercial Trust. These were not regular organizations — they were part of the world government, which did not include humans, splices, bloodlines, or otherwise.

The assets were assigned to various central banks around the world even before the Federal Reserve came into existence. The Bank for International Settlements (BIS), which came afterwards (preceded by a different, earlier version), served behind the scenes as an accounting office, ensuring that ledger transfers happened. Many of the assigned assets were either deep within the Earth, did not exist on Earth, or were definitely not gold bars with hallmarks sitting in big caves as everyone imagines.

The technical term for the world government at its highest level is the Federal System (not to be confused with the Federal Reserve alone). This sits below the Federation System and the Galactic Federation in the three-tier hierarchy — the Federal System is the bottom tier, the Federation System is the middle tier, and the Galactic / Universal bodies are at the top. At lower levels, the “people section” of the Federal System includes what we know as the Fed. When discussing the Fed, this does not necessarily mean the Federal Reserve — it could mean members of the Order of the Dragon, Illuminati, Pindars (the Rothschild-aligned bloodline managers of the Federal System), and covens worldwide from several different sectors.

The Galactic Federation, Dual Systems, and Global World Systems

At Kim’s level, the Federal System was called the Federation System — as in the Galactic Federation. By this point, although many bases existed on other planets within this galaxy, Earth had to remain inhabited by human beings. Humans were something the Federation had to deal with. They looked at humans the way one would look at a field full of cattle.

Once agreements were made hundreds of years ago to establish a world financial system, Marduk always said it was his greatest invention because it made it easy to steal human energy and hand out pretty papers — bills — in return.

These funds were collectively called the Funds of the Committee of the World — not the United States, not the UK, not China, not the Philippines, not any nation. The Committee of the World is not the Committee of 300. The Committee of the World is a subset of the Galactic Federation. Its governing parties were Marduk, Enki and Enlil, Lucifer, Artemis, Abraxas, and Anti-Source. It had nothing to do with humans, elders, or bloodline families at this level. Those people would be included in the much lower Federal System, which contained three tiers.

The dual Federal System was universally recognized as the Federation System. Then there were human-facing systems like the World Banking System (which technically has nothing to do with the World Bank, though it is part of the system). Behind the scenes, global world systems were created, including:

  • A Global World Financial/Banking System
  • A Global World Military System
  • A Global World Intelligence System
  • A Global World Political System
  • A Global World Legal System
  • A Global World Stargate System
  • A Global World Disease AI
  • A Global World Human Body Network
  • A Global World Frequency System
  • A Global World Essence System
  • A Global World Energy System
  • Global World Luching Systems (energy-harvesting networks)

Many of these systems were set up on a shared root-level human AI (a base-layer control system hooked into dozens of downstream networks) tied to many others. Unlike most computer systems, this one had several backup controlling AI systems, known collectively as the Machine (the AI control infrastructure built by Marduk and the old world government), which then controlled the global world system. Many of them belonged to Marduk. He also set up other systems attached to it, such as the Alien Contact Intelligence System, also known as the ACIO organization. The ACIO was a division of what became the National Security Agency (NSA), which also does not belong to the United States. It never did. It was part of Total Access Operations (also known as Tailored Access Operations), with divisions of its own.

The SSP operatives and the militaries of the ACIO were also part of the Total Access Operation system. “Total Access” meant the friends of Marduk who received orders from Marduk, Enki, Enlil, and Abraxas. Those orders would be passed down, giving them limited access to the Total Access system.

Kim notes that all of this ties into human systems we are familiar with. Understanding these connections explains what it took to unwind these systems and why the SSP/Trump operatives and militaries of the ACIO are very confused. At one point, there was hope of working with the ACIO — an intelligent group of scientists, some of whom saw the systems changing, turning more light. Perhaps they thought this change was coming from Marduk, because they seemed all on board. But that was when archivists — part of the Galactic Federation’s legal system of the Milky Way Galaxy — still existed, along with universal system enforcement units.

The United Nations, Galactic Nations, and Dual Charter

Many face-front organizations were created, especially within the last 100 years, but some existed long before. These were systems built upon older backbone systems.

The United Nations was originally created to fund and finance projects and was supposed to foster economic cooperation. In reality, the United Nations was — or is — the legal actor-network of the World Government. Technically, through subsequent supernatural treaties, the United Nations actually officially controlled governments worldwide. It was the head — the executive branch — of all governments worldwide.

The UN and the Galactic Nations ran a two-layer mirror system: whatever the Galactic Nations (the higher authority) decided, the UN mirrored at the ground level. This two-layer mirror sat inside the larger three-tier hierarchy described earlier — Federal System at the bottom, Federation System in the middle, and Galactic / Universal bodies at the top. According to the history written in 1945, the United Nations Charter had to be approved by the Galactic Nations Charter Covenant, which was actually signed off on by Marduk himself. Marduk did not always appear in his real state — he appeared at different points throughout history as different people. There are approximately 50 different names for Marduk throughout human history alone. He was at the signing of the treaty and told Kim so himself.

Beyond that, assignments were made to the Federal System (also known as the Order), which then assigned everything to the Federation. The Federation in turn assigned it to lower astral beings who were members of the Seal. The world was ruled by dark beings for a very long time.

Back on the terrestrial plane, because the United States became the world’s power center, most of these organizations became headquartered in Washington, DC — including the White House that everyone thinks will now run the world. At least “Duck Dynasty” does. Many organizations are headquartered and registered to Washington, DC even though they are not physically located there. Many people think the United Nations headquarters is officially in New York or Geneva, but it is actually registered to Washington, DC.

Washington, DC and all its assets were assigned to the Federal System. In the world of legalities and world government, assets are not necessarily gold and silver — assets can be people. Humans were all used as energy-generating batteries, leaned upon for eons. The same applies to the City of London, Beijing, Moscow, and other major cities worldwide, all of which were assigned as assets to the Federal System, then to the Federation System, and finally to a much larger universal organization.

Many years before the United Nations existed, Marduk developed the concept of “Unknown Country.” Unknown Country has been re-registered and, many layers up, can be considered the Nation of Earth. Eventually, this was further recognized by a Universal Council, and everyone recognizes Earth as such at that level. At that level, the Galactic Federation was not needed, nor a galactic control system, nor any SSP assistance.

So passing executive orders claiming control over intelligence agencies — let alone the Global Intelligence Agency — represents a complete misunderstanding of how the world works.

At the time of its formation, the GIA was part of the Federal System. When Kim took it over more than a decade ago, she ensured that it was not part of the Federal System, Federation System, or any universal system on the old side in any way.

The GIA was reformed under the Office of Ground Command, a title Kim holds here on Earth. It is recognized universally by the Universal Council (a governing body that supersedes the Galactic Federation) and others who have approved the GIA as the Global Security Agency of planet Earth. It is not Global Headquarters. It is not the global militaries. It is not the SSP. None of those organizations received recognition in this manner.

The ACIO received the same universal notification when Kim restructured the GIA. At one point, archangel figures Michael, Gabriel, and Raphael tried to bring Kim — as both director of the GIA and Ground Commander — together with the ACIO, claiming full cooperation by implied consent. Kim refused: “No, no, no, no, no. We’ll have to sit down and talk before we can make any kind of agreement.” Michael, Gabriel, and Raphael likely attempted this because they had far more leverage over the ACIO than over Kim, and were trying to fold the GIA back under ACIO control. That did not happen.

Just because SSP/ACIO militaries are in the White House does not mean they will control the GIA, given how it has been restructured. The GIA is recognized not just on Earth but as Commander and Part A faction of a universal army being formulated on this side, along with a Coalition. The GIA is a full member of the Coalition, which has nothing to do with the Galactic Federation, SSP, ACIO, or anyone else those gentlemen — and Kim uses that term loosely — think it does.

This was done over a decade ago. Separate registrations were made for the GIA, fully ratified within the Hall of Records that the old parties do not control.

Halls of Records and the Requirement of Dual Ratification

There were many Halls of Records, not just one. This was revised years ago. There were Halls of Records for Omega (Alpha’s counterpart system, handling the opposite pole of the planetary balance), for Alpha, and even dueling Halls of Records. Marduk created his own Halls of Records so he could pass his own things and have conversations with himself — “Self, I’d like to ratify this” — in jurisdictions he controlled, Earth being one of them. When his reign on Earth ended, his Hall of Records became meaningless.

Valid ratification requires not just ratification but dual ratification, because the system at that time was based on balance. There had to be recognition of agreements, treaties, covenants, supernatural agreements, multilateral treaties, and concords of the sea — known as the Laws of the Holy SEA (note the spelling: this refers not to the Pope’s Holy See in Rome but to a separate maritime and universal jurisdiction, though the Vatican did belong to that system as well). There was always supposed to be a balance.

Alpha had standing orders from previous times that operated on covenants of balance. Kim ran Alpha throughout different visits. Many standing orders were put in place based on these balance covenants.

The 1944 Bretton Woods Conference and the Checkerboard System

One such thing that “Duck Dynasty” probably forgot about was actually founded in 1944. It was done at a United Nations Monetary and Financial Conference, which Alpha approved at the time. The intention was to establish a new post-World War II international economic system. This is when things really started to change — power centers moved to the U.S., the Federal Reserve was already established, and total monetary control resumed.

This was accomplished through the International Bank for Reconstruction and Development (IBRD), which officially began operating in 1946. It was done by international treaty and passed on to the International Court of Justice — which has nothing to do with the public-facing building that allegedly solves international disputes. The real Court had to do with Marduk and his governance structure, operating through balance agreements coded into the Alpha and Omega systems.

A bank like this sounds lovely — as if it were meant to help people after a war. But it did no such thing. It actually established a global control system underneath the Federal System, which extended to the Galactic Federation system, creating a centralized control point for Earth’s monetary system, all centered around Marduk.

Marduk did understand balance somewhat, albeit usually in the gray. He knew that to continue receiving assets and asset management rights over Earth, and to expect Alpha to function, the system had to operate under the guise of balance.

Part of this balance system also applies to magic and black magic on Earth, because black magic requires a maintained balance to function. At this time, the money-producing system became very black and white from an energy standpoint — a checkerboard pattern. The checkerboard symbol that appears throughout the world represents people who participated in the Federal System, such as the Freemasons and the founders of the United States.

Many other constituent agreements and multilateral agreements were signed as part of the IBRD. These had nothing to do with the United Nations per se — they were actually a way to begin the global collateralization of earthly assets, to be utilized as one giant pool, one giant currency or money pool, and one giant debt system. This ramped things up significantly. While humanity had been in trouble for hundreds of thousands of years, in terms of the formation of government systems, treasury systems, Federal Systems, Federal banking systems, Rothschild systems, and Crown Corporation systems — this was the beginning of the end.

The Treaty of Versailles, Cartels, and the Collapse of the Old System

Under the Treaty of Versailles, signed in 1919, all militaries were signed over to the Federal/World System. Management staff known as Global Headquarters were placed in charge. They remain very confused as to why they have no power — why they cannot get money in, why they cannot access the control systems required to manage millions of military soldiers, hundreds of militaries worldwide, and intelligence agencies. They do not understand why it is not working.

They still try to go to the old MAW system (a planetary energy-management control network) and the old Lillis system (a companion financial-routing network). They are appealing to the people of the Seal that used to control this planet — entities who no longer have control. “Duck Dynasty” continues banging their heads against the wall.

A key distinction that non-friendly government people need to know: the Covenant of the League of Nations eventually, they say, rolled into the United Nations. But one is a multilateral treaty and the other is a covenant. The operatives should look at the difference between a Covenant of the League of Nations and the multilateral treaty known as the United Nations Charter. One does not supersede the other. This helps explain why their executive branch and their attempted 10,000 ratifications — going around the GIA in every way — are not working. The legal system of Earth is not the same anymore.

Many other treaties were signed over the years. The European Coal and Steel Community marked the beginning of what Kim calls the “cartels” — not drug cartels, but treaty-based international cartels. Cartels exist worldwide by international, multinational, and supranational treaties. All of these treaties would get submitted as bills, and money would come out to form the named cartel. The European Coal and Steel Community is one example. SSP operatives would typically come in to run things for these treaty-based entities as part of an enforcement unit.

Another global enforcement unit that still operates as if it has authority is the International Court of Justice. It has nothing to do with the United Nations, nothing to do with countries settling disputes at The Hague. The International Court of Justice existed underneath the Global One World Government, headed by Marduk — not the Rothschilds, not The Hague. Above it was a Galactic Court of Justice, which had to appeal to a Universal Court of Justice. Eventually, this reached the Council of Nine and other universal systems that settled disputes or addressed violations of universal law.

The framework has since been renamed and streamlined. What used to be called the Law of One is now simply “universal law,” enforced by the Universal Law Enforcement Unit and carried out by a figure known as the Enforcer, who also runs the Universal Protection Unit. His jurisdiction covers many places, not just Earth — he happens to be stationed here now because Earth is at a critical turning point.

Universal Law Enforcement and the Duluth Incident

As universal laws are passed, the Enforcer — with a fleet of approximately 25 million that come and go — is here to enforce those laws as they change. He makes himself known when necessary to SSP operatives, the ACIO, and militaries who for some reason still think they are part of a Galactic Federation.

One such recent incident was a “blip” on the night of February 18 when the SSP decided to try to use old technology in Duluth, MN. That technology had not operated in quite a long time. As old universal networks built by Marduk and others are being dismantled, residual activations sometimes trigger events on Earth. When they do, the SSP operatives jump on them immediately.

Kim reports: anyone who heard ringing in their ears or experienced sudden frequencies on the night of February 18, U.S. time, was drained. If it felt like all the energy had been sucked out, the SSP operatives and their stunt in Duluth are to blame. No one left that facility. Anyone who placed orders for the operation is being hunted down. The breaking of universal laws at this point in time is not permitted. There is a definitive line, and when they cross it, the response is not wrath but defense of life — in this case, Kim’s life and the lives of innocent people, who were also defended.

There are many types of international agreements. All international agreements and treaties become bills when a government signs them — whether it is an agreement, convention, protocol, declaration, charter, covenant, pact, statute, final act, general act, concord of sea, UCC agreed minutes, memorandum of agreement, modus vivendi, exchange of notes, or letter of obligation. They all get submitted as a bill.

These bills would often come with a caveat: to receive new allocations of money, there could be bad intent, but there also had to be an equal and opposite amount of good intent. This is part of the reason Alpha shut down in March 2007. Kim attempted to achieve balance with the controlling parties, but they failed to understand that without executing both sides of an agreement, the other side had the right to shut them down until balance could be achieved.

This was not just about balance in a monetary system — it was a balance between two sides, between positive things happening on the planet and negative things happening. That was how the system was supposed to work. The failure to understand balance — including Marduk’s failure at the time — basically initiated an automated shutdown in 2007. Allocations stopped coming out for quite a long time until Kim restarted the process in 2011 and 2012. There were extensions, grace periods, movements of assets, and account name changes. Eventually, releases from Alpha stopped completely because it became apparent that even the next crew, layer by layer, as layers of global management were removed — not only for Earth but for the universe — the next layer down was given a shot but continued the same behavior.

The ACIO’s Chance and the SSP’s Dead End

The ACIO was also given a chance — only about a year to a year and a half ago. Now they have “Duck Dynasty” to blame for the fact that whatever they do will never end well. They are never going to get access to the things they want. Energy allocations have changed. Source energy is no longer routed to the old power-and-control centers that the Galactic Federation and the people of the Seal had designated. Those old principles no longer apply.

The SSP may see occasional blips — “Oh look, another AI, got to get that” — but they have made no real progress: not toward world domination, not toward dispersing or obtaining assets, nothing in any way. Hundreds of thousands to millions of metric tons were assigned into the global system over the years. Through the expiration of agreements, covenants, and treaties, and through peeling back and removing layers of management, Kim and her team have slowly but surely reclaimed full control over all the real (not distorted “black”) gold and assets, and can now use them for their own purposes. Many other agreements along the way have added to the confusion of the old operatives.

The Atlantis Partnership, the Expert Plan, and JFK

There has been talk about bailing out of the Atlantic Partnership. On the higher levels, this is not actually an Atlantic Partnership. The agreement allegedly signed by President Kennedy was not the Atlantic Partnership — it was the Atlantis Partnership, formed after the war. It related to off-world trade as much as on-world trade. Eventually, there were many rounds of negotiations underneath the old GATT (General Agreement on Tariffs and Trade), which in 1995 became the World Trade Organization. Some of the treaties and agreements the administration is currently trying to implement violate every aspect of the Trade Expansion Act of 1962. At the level Kim recognizes, only the Atlantis Partnership exists — and it supersedes everything they are trying to do with Customs and Border Patrol, tariff increases, and related measures.

This is what happens when the ACIO/SSP does not understand global, on-world, and off-world trade. Perhaps they thought that because their galactic partners disappeared, they could do whatever they want with the remaining international covenants. That is definitely not the case.

As a quick reminder to them: they should fully examine what was agreed to on Earth at the end of the war and in order to enact a peace treaty. Eventually, all assets and the splitting of assets of all parties were turned over to Kim’s side and have now been registered to the Golden Age AI (the planetary management intelligence now operating under the Universal Council), due to the fact that the so-called enemy — the people of the Seal — was defeated.

What these operatives are trying to do — running a little lowly executive branch of a world government — is not a thing. They are not even close to knowing how the world really works.

Other agreements that were heavily violated include something called the Expert Plan (also known as the Plan of Experts). The Expert Plan was supposed to utilize off-ledger trade proceeds to subsidize world economic recovery and subsequently help all the people of the world. The operatives violated the “white” (positive) part of the agreement and only executed the “black” (negative) part, not realizing that failure to maintain balance resulted in the 2007 system shutdown. Marduk knew it too, and it is part of the reason they all came looking for Kim at that time. It has been quite a journey ever since.

Many different things have been switched over to the new side, sometimes at urgent and puzzling times — like 1:00 AM. But there is a job to do, and it must be done when it must be done.

Most liens that were byproducts of Seal and Galactic Federation agreements — off-world trade, on-world trade — have all been turned back over to the Golden Age AI. The Ground Commander is also an important position as it relates to global security. Violations of global security are also Kim’s domain — a role formerly held by Marduk. Kim also serves as Ambassador to the Universal Council on behalf of humanity, which provides certain privileges and rights under universal law and its enforcement, including the ability to make requests for things that happen on Earth and universally — such as the new Universal Keystone System (the successor architecture that distributes Source energy throughout the universe, replacing the old Seal-era grids), which everyone agreed to before it was implemented. This is not a dictatorship, unlike what the SSP thinks it should be.

Asset Reallocation and the Path Forward

The reallocation of Earth’s assets to the people via the Global Repository has already taken place. The current financial system has been kept looking and appearing the same to avoid turmoil. The idea that these operatives are going to bankrupt the world is never going to happen. The only thing they can do is bankrupt themselves, which is all they have the power to do at this point.

Little by little, with their decisions, they are burning the government alive — not just the U.S. government, but all governments worldwide — with no way to take them over. Their typical operating procedure is to create the problem and then become the solution. That is the Handbook of All Operatives Worldwide. Without becoming the savior, they will not intentionally crash anything in the face-front system until they achieve that task. So things may seem unstable on the surface, but they are not structurally unstable. The operatives are unstable mentally, but that does not mean things are unstable for the rest of us. There are a few bumps in the road. This is a war — not a pretend war like on TV, not an orchestrated war. This is something they do not understand.

Frequency machines and other devices are being dealt with. The Duluth device lasted probably a couple of hours before it was found and the operatives turned up the dial late on the night of February 18.

The integration of the Universal Keystone Network continues. There are things that universal partners and the Keystone Network are not permitted to do. Some changes require Universal Council approval — not approval exactly, but a vote. Changes sometimes require the removal of things that are not of this universe’s origin, which requires sanitation. Kim has often found herself in the role of “sanitation engineer.” The universal dispersion of Source energy throughout the Keystone Network has been going very well over the preceding days, with a few blips and a few incidents involving humans.

Closing: Why the Bills Will Not Get Paid

The balance system is over. Cleanup of whatever remains continues, and the old operatives will continue to do outrageous things. But as far as the Global Intelligence Agency is concerned: Kim would not recommend that White House people, Trump operatives, worldwide SSP people, or anyone else attempt to take over the GIA — or Kim herself. As was demonstrated in Duluth, MN on the night of February 18, attempts will be met with definitive action.

That has been the GIA Operations Report for February 19, 2025. Tuesday’s meetings ran long and were inconclusive; the parties requested more time and claimed to have a plan. Wednesday, February 19 is another scheduled payment date, which is expected to pass without payment as usual. They will likely set another date — probably February 22, which the Q community is also discussing. Thursday, February 20’s meetings will be the same story, different day.
