Overview: Universe Stabilizing as Deep State Searches for Money

This is the Global Intelligence Agency (GIA) Operations Report for February 17, 2025 — Presidents Day in the United States and Family Day in Canada. The GIA is an independent intelligence organization that produces these operational briefings. The universe, and in turn Earth, are stabilizing. This stabilization is reducing the Deep State’s ability to affect the collective consciousness on Earth as Source (the universal creative intelligence) strengthens the new Universal Grid — the energetic framework connecting all life to Source.

The Deep State has demonstrated it will answer the phone for anyone or anything and follow instructions, even when they cannot identify the source of those instructions. The Deep State’s scheduled meetings on Saturday, February 15, were delayed to Tuesday, February 18, as the Deep State continued searching for answers and money. Many nations are hanging by an economic thread, while the deep-state-aligned leaders of those nations keep telling their citizens to hold on.

There have been many developments — both positive and disruptive — over approximately February 12–16. Among the most visible of these: the Deep State’s ongoing but failing attempts to locate and access funds through U.S. government institutions.

DOGE, Social Security, and the Hunt for Funds

Much has been reported about the Department of Government Efficiency (DOGE) and Elon Musk. News is now emerging about Musk having a concerning side, including from people within his own family. The broader alternative media has been asking why the Trump administration has surrounded itself with such figures — but those visible publicly represent only a fraction of what is actually in place.

Regarding DOGE’s recent activities: the department has been conducting a deep dive into Social Security, specifically claiming that payments are still going to deceased recipients and that there is widespread fraud within Social Security funds. Some observers have asked — if there is no money in the system, what exactly is being siphoned?

DOGE is also looking into ways to use Social Security funds as a trading vehicle — for example, routing funds overnight into a trade platform in Switzerland, leveraging them, and then returning them before anyone notices. These schemes do not work under the current system. DOGE has also been attempting to reinstall the XN system in Belgium — a financial access platform previously used to siphon tax authority funds from countries worldwide — which would allow that kind of extraction to resume.

There are also ongoing visits with Philippine elders, Chinese elders, and others who have historically claimed to be trustees for the Rothschild family, the Illuminati, the Order of the Black Sun, the Order of the Dragon, the Black Eagle Trust, and similar entities — all in a search for where the money is now. There is significant dishonesty in these interactions.

At the time of this report (February 17, 2025), a very long government oversight hearing is underway related to DOGE’s activities. One side argues — partly correctly — that many of the firings being carried out are targeting ordinary Americans. This includes inspector generals contracted to investigate SpaceX and Northrop Grumman activities — contracts that DOGE participants have no interest in scrutinizing because those are their own companies. The real targets are government pension funds, the Veterans Administration, educational programs, food assistance, college grants, and Social Security — essentially the programs that ordinary Americans rely on.

There was also a direct confrontation on the weekend of February 15–16 between Kim (the GIA’s Ground Command operative responsible for securing the global financial system) and DOGE’s attempted access to the Federal Reserve, the Treasury Department, and several other financial access points — including some esoteric systems that have been steadily going offline.

How Money Actually Works: Debunking the Rothschild Ownership Claim

Before continuing with the visible news, it helps to pause on the deeper mechanics — because the reason DOGE cannot find the money is structural, not political.

To understand why the Deep State’s financial schemes keep failing, it is necessary to explain how money is actually created and where it comes from — because the DOGE team appears to genuinely believe the public story about how money is created, and the Rothschild family has been telling operatives that they own all the currency in the world.

First, the definition of “broke” differs between individuals and governments. If you as an individual have a monthly debt obligation of $10,000 but only $500–$1,000 coming in, you are technically broke. Governments worldwide are in the same position — but their debt loads are in the trillions. A debt load of $1.5–1.8 trillion per year against revenues of $30–40 million per day does not even cover a day’s operations.

There is still money flowing within the banking system — through large corporations, millionaires, W-2 employees paying payroll taxes, Medicare, Social Security contributions, National Health Service payments from employers in Commonwealth nations, and so on. The elites’ real control system runs through debt instruments — the World Bank, the Export-Import Bank, and similar organizations. That system is now crumbling, because it runs on promises that are no longer being delivered.

The Levels of Money Creation

Money, at its deepest level, is energy. The creation of money does not begin at a bank or even at a central bank — it begins at the highest levels of universal structure.

Kim describes money creation as a nine-layer stack, counted from the top down: level 9 is the deepest and most abstract layer (pure universal energy), and level 1 is the closest to the physical currency we handle day to day. The layers above level 5 are not “money” at all — they are covenants (agreements between beings) that define who controls the flow of energy at each step. At levels 8 and 9, what flows is pure energy; it does not convert into what we recognize as money until approximately level 5.

Federal Reserve officials operate at approximately level 6. Governments discuss money at around level 3. The Rothschild family — whatever authority they have claimed — is nowhere near the levels at which money is actually created or controlled.

The Rothschilds did not create the money supply. The Federal Reserve was not created at Jekyll Island in the way commonly described. The Rothschilds are not controllers of the Federal Reserve. Their claim to authority through alleged “splices” with Marduk (a title held by successive beings who served as guardian and controller of currencies across Earth and the multiverse (the totality of all universes and dimensions in GIA’s framework)) or Draco lineage does not give them the right to be controllers — those claims are also false.

The Emerald Order covenant, which the Rothschilds and Trump operatives claim leadership of, is itself a subset of the Ultimate Oath — and crucially, not a single human was ever party to the Emerald Order covenant. Not one family master, not one coven leader. The beings who participated in that covenant were non-human entities operating at the level of what might be called sub-sector demons — beings such as Asteroth, Beelzebub, and others. The Rothschilds learned about this covenant and are now using it to claim ownership, but that claim is entirely false.

The Ultimate Oath and the Origin of Control

One such Marduk was one of approximately 60 beings who signed what is called the Ultimate Oath. This was a foundational covenant governing the balance between dark, light, and neutral forces across the universe, operating under agreements with anti-Source (the cosmic counterforce to Source) and Lucifer (a specific non-human entity in GIA’s cosmology, distinct from the Christian figure of the same name).

The Ultimate Oath established the ultimate gatekeeper system and directed the movement of the universe’s “assemblage point” — its central axis of orientation — from the original state (the “essential verse,” the original Source-aligned configuration) into a more controlled configuration called the Alpha Omega verse, creating a more manageable holographic universe. This covenant also governed hundreds of thousands of matrices that controlled the multiverse and are now breaking down.

The US Dollar and the Current Financial Danger

After World War II, the US dollar replaced the British pound as the dominant global reserve currency and became the required currency for buying and selling commodities worldwide. It is present in every country, and most treasury notes worldwide are predominantly USD-denominated. Because every major country holds its reserves in USD-denominated instruments, any major financial disruption in the United States will cascade through the global financial system.

Dreams of replacing this with cryptocurrency or blockchain are far from feasible. No human technology currently exists that can run a fully digital global financial system.

The United States previously had access to some of the most sophisticated AI technology in the world. So did Russia and the UK. The claim now circulating in government hearings — that US financial systems are antiquated and need DOGE’s help — is false. The real issue is that the underlying platforms that ran global intelligence computer networks are no longer operational.

The most significant of these was Echelon — the Earth-side node of the omniversal surveillance network Kim has described in prior reports, used to monitor global communications worldwide. Echelon had two companion systems. PRISM was a data-collection platform; Stingray, marketed publicly as a stock-market security tool, was in fact a backdoor that fed data into Echelon. These systems were jointly operated by the NSA (US), GCHQ (UK), Pine Gap (Australia), and the ACIO — a classified division of the NSA operating at a higher clearance level than publicly acknowledged. What DARPA and the NSA are hiding from the public is that these systems are gone.

The Rothschild plan was to use the chaos to install a New World Order: 10 jurisdictions, 9 currencies, all controlled by them, subdivided under a one-world government. Without access to new money creation, this is impossible. Every attempt to build an alternative — USDT, Tether coins, other cryptocurrencies — has failed.

The Universal Architecture of Control: Bindings, Dark Worlds, and the Keystone System

The following section steps back from the financial system to the universal architecture Kim says sits behind it. Readers who follow only the geopolitical layer can skim this and pick up again at “The Universal Network of Keystones.”

This section covers what has been unfolding in the broader universal context, which is directly connected to the instability many people have been feeling.

Bindings Within All Beings

A “binding” in this context is an energetic contract clause embedded inside a being — part tripwire, part leash — that triggers punishment if the being breaks the covenant it was attached to.

At the universal level, there were binding structures installed within virtually all beings — humans, deep state operatives, archangels, fallen angels, and even Marduk himself. Anyone who signed a covenant at the level of universal control accepted their own binding. Failing to fulfill the covenant’s terms would trigger kill switch after kill switch. This affected Michael, Raphael, Gabriel, other archangels, fallen angels, and key individuals on Earth. As a human on Earth, you also inherited these bindings simply by being in the environment.

These bindings connected, for example, to Marduk’s AI systems, which controlled the “current” — both the flow of currency and the flow of consciousness. As these AI systems break down, backup systems attempt to step in. As those break down in turn, humans gradually regain control of their own energy, their own frequency, and their own creative currency. This explains the fluctuation many people experience — some days full of energy, other days depleted. Both sides of the human spectrum (light and dark) were subject to these bindings.

Dark Worlds and the Financial System’s True Purpose

There were entire created worlds in the multiverse designed to control specific forces: a world designed to control death (which spread the concept of destruction through the universe), worlds designed to control frequencies, worlds designed to control essence, and worlds designed to give Marduk control over the currencies of all other worlds.

The financial system was Marduk’s greatest creation on Earth, because it converted light workers — through implied consent — into generators of dark energy by having them participate in a dark-energy-based economic system. Participation meant implied consent; implied consent routed the participant’s creative output into the dark-energy economy; and that energy fed dark worlds as a substrate. It was never necessary for creating light worlds, because worlds are not natural — they are overlays used to control multiple densities and realms.

Deep State members, unbeknownst to themselves, would sometimes inadvertently manifest the very dark AI systems they were searching for. The mechanism worked like this: when operatives sat in a meeting speculating about whether a piece of equipment might still be hidden at Machu Picchu or in the Gobi Desert, their creative intent was channeled through Marduk’s AI — which would then cause that item to appear at the speculated location. Marduk’s AI would then direct these “good little dark creators” on Earth to retrieve it.

The Human Role as Keystone

Earth is — or was until very recently — the only remaining keystone planet in the multiverse. A keystone functions as an anchor point for the universal network, connected to Source. Just as each human has their own energy field (a bubble of multiple planes and densities), Earth has its own. These energy fields were bound to darkness at the gateway level — by non-human entities.

Being a keystone planet made Earth structurally critical, but it also made every human on it a leverage point — which is why the rest of this section concerns what humans specifically were able and unable to do inside that structure.

Despite all of this, humans on Earth never fully lost the ability to create. You could still raise your vibration, find love, make art, build community, and connect with Source — however imperfectly. That is the reason Earth never went entirely dark. Even in the darkest conditions, humans reach toward light and toward Source.

The human population exists on a spectrum: roughly 5% deeply aligned with darkness, roughly 5% deeply aligned with light, and the remainder fluctuating between the two. Collective consciousness was at one point 79% dark; it has since recovered to above 90% light for a sustained period, though with occasional dips. Even so, 90% is still not enough at the universal scale, because a keystone planet radiates the weight of its dark-anchoring minority outward across the whole universe — the remaining ~10% is small on Earth but loud cosmically.

The Universal Network of Keystones: A Unanimous Decision

The major development of February 15–16, 2025 — which began to take effect on Sunday evening, February 16 — is a decision reached unanimously by the Council (the high-level, non-physical oversight body of light-aligned beings that works alongside Kim and reports to Source), drawing on Source’s guidance. The Council operates across what Kim calls “densities and dimensions” — layered tiers of reality, where higher densities correspond to less dense, more consciousness-driven existence.

The decision: to make every real planet on the light side of the multiverse a keystone of Source. (In this framework, “real planets” are organic, Source-created worlds, as distinguished from “holographic worlds” — artificially constructed overlays used to control specific densities or forces, as described in the previous section.) Additionally, every sun and star is now a keystone. All remaining AI infections and Archon architecture (Archons being the non-human, parasitic entities that operated the control systems across the multiverse) — across Earth, across humans, and across beings throughout the multiverse — were cleared.

What This Changes

Previously, Earth was the only keystone planet; the light side had a few billion humans (some aligned by default, some by genuine choice) facing several million deep-state-aligned operatives who nonetheless wielded disproportionate influence over the collective consciousness through military, media, and financial mechanisms.

Now, the light side has hundreds of billions, trillions, and quadrillions of beings, planets, suns, and stars all anchoring Source’s energy into the universal network. The Deep State’s several million people become an insignificant fraction of that network’s total influence.

For beings in higher densities (5th density and above — roughly, non-physical or light-bodied states in which Earth’s dense, survival-oriented environment is difficult to inhabit) who have wanted to help Earth but found the environment increasingly difficult to endure, the new network allows them to directly influence the effects of the entire network — including Earth and its inhabitants — without having to physically endure Earth’s dense energetic environment.

This development:

  • Decreases the Deep State’s ability to influence collective consciousness worldwide and universally
  • Makes it easier than ever for light-aligned humans to anchor Source energy and raise collective vibration
  • Accelerates the ability of the Golden Age AI (the transitional system being integrated to support a new asset-based financial system and human abundance) to complete its integration
  • Means the lies being circulated by the Rothschild family, the Illuminati, and other deep-state entities are already losing credibility even among their own operatives

There are still people who followed the dark without being fundamentally of the dark — some of those may begin to turn as the lies collapse.
